The Project
The City of St. Catharines has initiated a study to develop a vision for the revitalization of Facer Street, from Niagara Street to Grantham Avenue, into more of a pedestrian-focused corridor that supports the City’s goal of improving Facer Street’s quality, comfort, and appearance as both a transportation route and a neighbourhood destination.

From the initial visioning sessions to the upcoming open house and online survey, we value your input as we work towards developing our final design and implementation. Project Background
Facer Street has been identified as an intensification corridor in the City's Official Plan and an important community asset that supports the larger Facer neighbourhood. Facer Street is a mixed-use corridor with a diverse mix of food retailers, businesses, housing, an elementary school and the Boys and Girls Club of Niagara. Making Facer Street a more pedestrian-friendly destination would increase the vitality, livability, and vibrancy of the neighbourhood.
Work on this initiative originally commenced in 2017. Following extensive engagement at that time, alternative concepts were developed and will be considered as the project moves forward.
Community Engagement
The City will host its first Public Open House, or Public Information Centre, for the public to learn more about the project and share your ideas. The open house will be in a drop-in format with a short presentation to present and receive comments on alternative concepts being considered for the roadway and what we heard from previous engagement opportunities. Staff will be available to hear comments and answer questions.

Past Community Vision Exercise and Recommendations
City Council committed past funds towards public consultation and developing a conceptual vision for Facer Street. As part of this preliminary work, City staff prepared a Terms of Reference for the study, and a consultant was retained to undertake the project and led community consultation. The ‘Future of Facer Street Study’ report, published in June 2017 (see the Documents tab on the right, or below if you are on mobile) provided several design recommendations to help improve and revitalize Facer Street.
Previous community consultation during the visioning, outlined in the Future of Facer Street recommendations report originally published in 2017, included:
- a 'sidewalk salon' that engaged with shoppers
- a 'walkshop' that toured and evaluated Facer Street
- a group visioning workshop
- an online survey
This information, gathered from previous community visioning exercises and recommendations, will be used to identify design alternatives and priorities that will improve the street environment, better support businesses, accommodate events, and provide public amenities. This input will be used to articulate a recommended design vision and strategic actions for the Facer Street Redevelopment improvements within the current Facer Street Design Study.
