Everybody can play!

As the “City where everybody can play”, St. Catharines welcomes feedback from everyone in our community as we update our Recreation Facility and Programming Plan. The Plan will help us continue providing the types of recreation services and spaces that people living, studying and working in St. Catharines are looking for. Your ideas will help us renew our collective vision for recreation in St. Catharines and establish priorities for the next 10 years.

St. Catharines Recreation Facilities and Programming Plan Draft Report (April 2026)

Our consulting team Monteith Brown Planning Consultants has completed their St. Catharines Recreation Facilities and Programming Draft Plan, which we invite the community to read. The draft plan includes a framework for recreation in St. Catharines, fostering active living through recreation, embedding inclusion and access, connecting people with nature, providing supportive environments, reinforcing capacity of the recreation system, and moving forward with the RFPP (Recreation Facility and Programming Plan).

Share Your Thoughts

We encourage the community to read the City's RFPP Draft Plan. We want to hear from you. Please take a few minutes to share your thoughts and feedback on the RFPP Draft Plan with the Share Your Thoughts on the RFPP Draft Plan (April 2026) button at the bottom of this page.

What We Heard Summary Report

Now that we've completed the initial research and community consultation phases, we invited the community to read the "What We Heard" Summary Report provided to us by our consulting team at Monteith Brown. The report details what we heard from you in January and February, 2025 at our well-attended Public Information Centres on Jan. 30 and in our Community Survey, which closed on Feb. 16.

Open houses held on Thursday, Jan. 30, 2025, where residents could drop in to learn more about the Plan, ask us questions and tell us your thoughts were well-attended. Thank you to everyone who came out and participated.

👥 Community Representative Focus Groups

Four virtual focus groups will be held with representatives of major community partners / facility users of the City’s recreation and parks programs, services, and facilities. Please let us know if you represent a community group and would like to participate!

Public Review and Comment Period

The RFPP Draft Plan has been posted here for review and comment from April 13 to April 30, 2026. We will also hold another round of open houses to hear your thoughts. Please check back later for details.
