Avalon Place, Bernhardt Street and Embassy Avenue Road Reconstruction

The existing infrastructure on Avalon Place, Bernhardt Street and Embassy Avenue is nearing the end of its life expectancy. Due to this, the City of St. Catharines is planning to complete some upgrades to this infrastructure in 2021.

The work that is planned to be completed as part of this construction project is as follows:

  • Replacing the existing cast iron watermain with a new PVC watermain. This will include the replacement of any substandard water services to the property line;
  • Replacing the existing drainage system, which includes roadside swales and catchbasins that currently drain into the existing combined sewer, with a new dedicated storm sewer. This will allow the existing combined sewer, which currently collects both sanitary and storm water flows together in the same sewer, to become a dedicated sanitary sewer;
  • Installation of curb which will reduce stormwater draining onto adjacent properties;
  • Installation of new sidewalks along the east side of Avalon Place, north side of Bernhardt Street and west side of Embassy Avenue; and
  • Reconstruction of the road.

Construction may start as early as Spring and the duration will be approximately four months.

There will be some inconvenience for residents and businesses during construction and there may be times when there is limited access to driveways and parking areas. The City will work with the contractor to minimize these occurrences and maintain access as much as possible.
